Imports of Sanitary & Phytosanitary Goods (SPS) into Newhaven
Importers and import agents must use IPAFFS to pre-notify the UK authorities before the following goods arrive from EU and non-EU countries:
- live animals (not permitted via Newhaven unless domestic pets)
- germinal products
- animal by-products
- high-risk food and feed not of animal origin
- products of animal origin
- composite food products
- **medium and high-risk plants and plant products

Newhaven BCP is formally designated to conduct official controls on the following commodities:
- Plants [P]
- Plant Products [PP]
- Other Objects [OO]
- Products of Animal Origin [POA]
- Products of Non-Animal Origin including plastic and kitchenware [PNAO]
Pre-notifications will be assessed via IPAFFS and may result in Documentary, Identity and/or physical inspections of the goods at the UK border. Importers and/or their agents will be notified of the inspection requirements for their goods via the IPAFFS system, and the Importer/Agent must then inform their haulier or haulage company that the goods have been selected for checks and instruct them to drive to the BCP. It is the legal responsibility of the importer to route a consignment that has been selected for checks to the nominated BCP.
The haulier will also be advised via the GVMS system either when the GMR is issued or when onboard the ferry via the GVMS monitors and the Mobile/Tablet App.
The haulier must ensure they have an orange coloured BCP - SPS - SIVEP - LE PIF placard on display in their windscreen. These are available at check-in at Dieppe or at the reception desk onboard the ferries. They are also available at North Gate in Newhaven for last minute notifications for BCP checks advised by the Authorities/Agencies.
NB: Not all SPS goods will need to be inspected. If you are not notified - you do not need to attend the BCP.
